I had been to White sands area during the 01st of September, 2014. It does comes with a entry fee to the main area but it is very minimal and it is charged per vehicle and not on the individual number of people. If you are able to make it to the place before the sunset, the view will be really awesome, you can have really great photo shoots there. They also have smaller covered places to host small family gettogether, do remember to take items to bbq and have fun.
